Licensed Building Areas Rise 17.5% in First Eight Months of 2025

Amman, Oct. 21 (Petra) -- The construction sector continued its upward trajectory in 2025, with the total licensed building area across the Kingdom expanding by 17.5% during the first eight months of the year, according to the Department of Statistics (DoS).

The DoS report showed that the combined licensed area reached 6.44 million square meters between January and August 2025, compared with 5.48 million square meters during the same period in 2024.

The number of building permits issued nationwide rose to 16,276, up 9% from 14,948 permits in the corresponding period last year, reflecting continued demand for both residential and commercial development.

On a monthly level, licensed areas climbed from 809,000 square meters in July to 852,000 square meters in August, representing a 5.3% increase.

The DoS noted that residential buildings accounted for the majority of licensed areas, reaching 5 million square meters, up 13.6% from the previous year’s 4.4 million square meters.

Meanwhile, non-residential construction grew even faster, up 34.3%, totaling 1.45 million square meters, compared with 1.08 million square meters in 2024.

Residential projects represented 77.5% of total licensed areas, while 22.5% were allocated for commercial, industrial, and other non-residential purposes.

Regionally, the Central Region maintained its dominance, accounting for 71.1% of total licensed building space, a 4.1% increase from last year. The Northern Region represented 20.5%, a decline of 8.1%, while the Southern Region accounted for 8.4%, down 10.6%.

At the governorate level, Amman recorded the highest share of newly licensed residential space at 12.8%, equivalent to 0.56 square meters per person, while Mafraq had the lowest at 4.4%, or 0.19 square meters per person.

The report indicated that new buildings and additions accounted for 62.3% of the total licensed area, while modifications to existing structures made up 37.7%.

The licensed area for new and expanded buildings reached 4 million square meters, compared to 3.5 million square meters during the same period in 2024, an increase of 14.3%.
