Justice Ministry to Modernize Notary Services Through Digital Technology

Amman, Dec. 16 (Petra)- Minister of Justice Bassam Talhouni affirmed on Tuesday that the ministry is advancing the modernization of notary services by integrating modern technology, aiming to simplify procedures for citizens and enhance public service quality in line with royal directives.
According to a ministry statement, the proposed amendments seek to transform the way notary services are delivered, allowing electronic transactions to carry the same legal validity as traditional paper-based procedures.
Key changes include expanding the territorial jurisdiction of notaries to cover all governorates without being restricted by the location of the court or the applicant, facilitating access and reducing citizen burdens. The amendments also enable clients to complete transactions remotely using modern technological tools, improving efficiency while maintaining legal safeguards.
The ministry will issue regulations and instructions to govern the use of electronic methods in notary transactions and to formalize the accreditation of translators working with notaries.
The proposed law also envisions creating a specialized department within the ministry to unify oversight, administration, and monitoring of notarial work, enhancing governance and institutional performance.
Talhouni highlighted that the technical infrastructure, developed in cooperation with the Ministry of Digital Economy and Entrepreneurship, meets the highest standards of information security. He stressed that electronic transactions will complement, not replace, traditional services, providing citizens with multiple options to suit their needs.
