IPA Launches 2 Leadership Programs for Public Sector Modernization

Amman, Oct. 16 (Petra) -- The Institute of Public Administration (IPA) on Thursday launched an advanced government leadership program for directors and a women’s leadership program for department-level female heads.

The two programs, which are held under the Support to Public Administration Reform in Jordan project, were launched by the Italian Government and the European Public Law Organization (EPLO).

Balbisi said cultivating "high-performing, distinguished government leaders to drive Jordan’s modernization vision is a key engine behind the Public Sector Modernization Program and one of its main pillars of success." She noted the vision for the public sector focuses on building a collaborative, integrated, flexible, innovative, and citizen-centered government ready for the future.

Achieving this vision, she added, requires proud leaders to serve Jordan, driven by passion, and committed to integrity, excellence, and effective leadership that transforms challenges into opportunities through creative solutions.

Balbisi emphasized the ministry’s ongoing efforts to foster a culture of communication, teamwork, and proactive leadership while empowering leaders to anticipate future developments with professionalism and agility to ensure the sustainability of administrative reform.

For her part, IPA Director-General Siham Khawaldeh affirmed the institute’s role as a "national center of expertise" and a key partner in modernizing and developing the public sector. She noted that improving human resource performance is one of the core pillars of administrative reform, which also supports political and economic modernization.

Khawaldeh explained that the two programs are part of an integrated institutional framework based on the Future Leadership Management Guidelines, which promote governance and role alignment among relevant institutions to ensure the sustainability of leadership development in the public sector.

The programs, she noted, were designed according to practical needs and carefully assessed leadership competencies to equip participants with the tools and capabilities required for effective leadership aligned with digital transformation and modern organizational culture.

Lian Catinis, Project Team Leader for the Support to Public Administration Reform in Jordan project, said the initiative aims to strengthen the human resources and public service pillars of Jordan’s modernization roadmap.

He added that the programs mark a crucial step toward enhancing public sector leadership skills and enabling leaders to address emerging challenges efficiently and effectively.

Concluding the ceremony, the institute renewed commitmenta to developing and preparing future government leaders in partnership with local and international stakeholders, supporting comprehensive administrative reform in line with His Majesty King Abdullah II’s vision for a modern, efficient, and citizen-focused public sector.
