SPAC chief introduces new public sector recruitment rules

SPAC chief introduces new public sector recruitment rules

Amman, Sept. 22 (Petra) – The Service and Public Administration Commission (SPAC) on Monday announced new recruitment and appointment rules for the public sector, aimed at enhancing competitiveness for government jobs while ensuring geographic balance and addressing humanitarian and social needs.

SPAC President Fayez Nahar said the new framework enables the commission to issue regulations and standards that ensure fairness and transparency throughout the hiring process, from job announcements and application submissions to competitive testing at the Competency Assessment Center and personal interviews.

The Cabinet approved the updated public sector regulations on Sunday, establishing rules for recruitment, humanitarian cases, top-ranking graduates, children of martyrs, retirees, and injured military personnel as part of a roadmap to modernize the public sector and improve its efficiency.

Nahar said 10 percent of vacancies are reserved for humanitarian cases, including 4 percent for persons with disabilities, supporting their integration into the government workforce. Eligible cases also include families receiving national aid, households with multiple or severe disabilities, families with four or more academically qualified members, or those facing extreme financial hardship.

Humanitarian cases are evaluated through clear, transparent, and fair criteria by a committee chaired by the Secretary-General of the Ministry of Social Development, with representatives from the National Aid Fund, Ministry of Health, Ministry of Labor, the Higher Council for Persons with Disabilities, and SPAC. The rules require government bodies to advertise these vacancies separately and accept applications via a dedicated electronic platform, ensuring accommodations for persons with disabilities in coordination with the Equal Opportunity Committee.

To attract top talent, five percent of vacancies are reserved for top-ranking university graduates holding bachelor’s degrees from Jordanian universities, promoting youth employment in national strategies and projects. The regulations also allocate 100 annual positions for children of retired military personnel and 30 positions for children and spouses of injured service members, while allowing the appointment of martyrs’ children as a tribute to their families’ sacrifices.

Nahar emphasized that the new rules represent a qualitative shift in public sector employment policy, balancing competitiveness with humanitarian and social considerations, reinforcing principles of justice and transparency at all stages, and underscoring the Commission’s oversight role to ensure government agencies comply, ultimately enhancing the efficiency of public sector services for citizens.
