PM Underscores Government Commitment to Transparency, Cooperation in Budget Implementation

Amman, Dec. 11 (Petra) – Prime Minister Jafar Hassan on Thursday underscored the government’s commitment to full collaboration with the Lower House of Parliament throughout the implementation of the 2026 budget, emphasizing transparency, cooperation, and openness to all proposals.

In a speech following parliamentary debates on the draft budget law, the Prime Minister stressed that national interests remain the guiding principle, noting that "our national goals are far greater than any differences of opinion, and the well-being of Jordan and its people will always remain our shared project." Hassan highlighted that the government has allocated JD1.6 billion for projects and capital expenditures in 2026. These funds are expected to fully stimulate broad economic sectors and finance major strategic initiatives.

The government is working to finalize agreements and achieve financial closure for key projects, aiming to issue tenders for most of them before the end of next year, with completion planned between 2028 and 2030. Major initiatives encompass the National Water Carrier Project, Aqaba-Shidiyah/Ma’an-Ghor al-Safi Railway, al-Risha Gas Pipeline, public transportation, energy, health, infrastructure projects, and the launch of Amra City, envisioned as the nucleus of a sovereign wealth fund.

He confirmed that the total investment value of these projects exceeds $10 billion, consisting primarily of local and foreign investments. Specific allocations include doubling capital expenditure on the National Water Carrier Project to JD250 million over the next four years and earmarking approximately JD100 million for the al-Risha Gas Project over the next three years.

The Prime Minister also indicated plans to open public subscription to select projects to broaden participation and ensure wider developmental benefits.

Hassan further announced that the second executive program of the Economic Modernization Vision for 2026-2029, covering 24 sectors, will be launched in the coming weeks. This program was developed with input from parliamentary committees, the private sector, and expert stakeholders, marking a coordinated approach to ensuring sustainable development and economic growth.

The PM said the government aims to raise economic growth to at least 4% by the end of 2028, ensuring the goals of the Economic Modernization Vision are achieved, particularly in creating job opportunities for Jordanian youth. He added that efforts will continue to improve the salaries of lower-income groups within the limits and allocations provided by the expanded budget.

He highlighted Jordan’s resilience in the face of fifteen years of economic crises, noting reductions in deficit and debt-to-GDP ratios, controlled debt servicing costs, and decreased reliance on foreign aid as a percentage of GDP. "Despite global and regional challenges, our economy is on the right track," he said.

Concluding his speech, Hassan assured parliamentarians that feasible observations and proposals would be incorporated into budget implementation plans and policies. He stressed that all projects agreed upon during Cabinet meetings in the governorates are included in the budget and will proceed without delay.

"We will spare no effort to achieve national priorities, strengthen the economy, create opportunities for our youth, and improve services for citizens, ensuring that Jordan remains strong, proud, and resilient," he added, praising the leadership of His Majesty King Abdullah, the determination of His Royal Highness Crown Prince Al Hussein, and the support of the Jordanian people.

"May God grant us success in serving our country, enhancing economic resilience, and ensuring a dignified life for our citizens," the Prime Minister concluded.
