Amman, Dec. 23 (Petra) -- Minister of Digital Economy and Entrepreneurship Sami Smeirat said Jordan’s climb by 10 places in the 2025 GovTech Maturity Index reflects sustained national efforts to advance government digital transformation and expand digital services.

Speaking at the Government Communication Forum, themed "Government Technology," Smeirat said Jordan’s advance in the World Bank Group index from 31st globally in 2022 to 21st among 197 countries, along with ranking fourth in the Arab world, is the result of institutional digital maturity achieved through the outcomes of the National Council for Future Technology. These efforts, he added, have enhanced public sector efficiency and improved citizens’ access to government services in line with the Economic Modernization Vision.

He explained that the index showed improvements across all four core pillars compared with 2022. Jordan advanced in Core Government Systems to 31st globally from 40th, while ranking fourth regionally. Performance also improved in Online Public Service Delivery, rising from 42nd to 26th globally while maintaining fifth place regionally, and in GovTech Enablers, moving from 34th to 29th globally and from fifth to fourth regionally in 2025.

Smeirat reviewed key achievements in 2025, noting that 80 percent of government services have been digitized, reaching 1,920 services out of 2,400 targeted, with full digitization scheduled for completion by the end of 2026.

He added that previously digitized procedures are being reengineered to improve service efficiency and reduce reliance on human intervention. He said nearly two million digital IDs have been activated for Jordanians and residents, with plans to introduce digital IDs for visitors soon.

He highlighted the launch of several platforms and services, including the electronic passport, activation of e-gates at Queen Alia International Airport and soon at Amman City Airport, and the rollout of the Births and Deaths platform across all hospitals, with plans to expand to municipalities.

Additional initiatives include the launch of the Smoking platform to support compliance with the Public Health Law, enabling cancer insurance inquiries through the Cancer Care Insurance via the Sanad application, upgrading Sanad services with plans to integrate artificial intelligence, and introducing the smart assistant "Siraj" on the Ajyal platform, which has reached around 100,000 users.

Other milestones included launching the Tawasol platform, digitizing the Crown Prince Award for Best Government Application, and introducing the Khairat Aldar platform to market home-based women’s products, provide training, and facilitate delivery services.

Smeirat also said a Future Stations strategy has been developed to promote internet culture and computer skills, alongside updating entrepreneurship strategies and policies, and supporting the gaming sector through gaming domes and startup support.

On youth, technology, and jobs programs, he said the number of trainees doubled to 8,500, while digital curricula were launched for grades 7 through 12 and activity books for grades 1 through 6.

Regarding comprehensive government service centers, he said 11 centers have been opened, with four more under development across governorates, offering 207 services from 35 government entities and achieving a 98 percent satisfaction rate.

Secretary General of the Ministry of Government Communication Zaid Nawaiseh said Jordan’s 10-place advance in the 2025 index confirms that the government’s digital transformation path is progressing steadily and strategically.

He added that digital transformation is a core government strategy to improve service quality and accessibility, supported by advanced infrastructure, effective data governance, and continuous service development.

The forum highlighted key indicators and figures underscoring Jordan’s progress in government digital transformation.
