Amman, Sep. 9 (Petra) – Minister of State for Public Sector Development, Badria Balbisi, on Tuesday announced the launch of the Legislation and Policy Impact Assessment System (LPIAS), a framework designed to enhance the quality of legislation and public policies and ensure their effective implementation.
The LPIAS, approved in February and effective from Sepember 2, includes three evaluation types: pre-evaluation to assess expected impacts before a decision, post-evaluation to measure achieved outcomes, and baseline evaluation to analyze economic, social, and environmental dimensions associated with policies. The system is designed to institutionalize evidence-based decision-making and strengthen legislative stability.
The launch event was organized by the Impact Assessment Unit at the Prime Ministry in cooperation with the Ministry of Planning and International Cooperation and the German Agency for International Cooperation (GIZ). Balbisi described the system as a pivotal milestone in Jordan’s administrative and legislative reform efforts, reflecting the government’s commitment to embedding good governance principles in decision-making.
"The LPIAS represents a practical step toward improving the quality, consistency, and impact of legislation and public policies," Balbisi said. He pointed that it is not merely about producing laws and policies, but about ensuring they generate measurable outcomes for citizens, stimulate the economy, and enhance public confidence in government institutions.
She highlighted that the system aligns with the national vision for modernizing public administration, enhancing transparency and accountability. Balbisi emphasized the role of senior leaders in institutionalizing the system by promoting a culture of "evaluation before decision." Minister of Planning and International Cooperation Zeina Toukan said the ministry has supported the Ministry of Digital Economy and Entrepreneurship in establishing an electronic platform allowing stakeholders, including the private sector and civil society, to review draft legislation and policies and provide feedback. She noted that the system will be periodically reviewed and updated to remain responsive to emerging challenges.
Chargé d’Affaires of the German Embassy Guido Kimmerling stressed the importance of translating policy and legislative reform into practice, emphasizing the role of political will and leadership in ensuring successful implementation and advancing Jordan’s Economic Modernization Vision.
